The Represented ‘Others’ in the Discourses of Publicness - A Case Study of Gyeongsangnamdo after Closing Jinju Medical Center

The research is about the discourses about publicness from February 26, 2013, when Gyeongsangnamdo announced the closure policy of Jinju Medical Center, to the citizens’ summoning campaign against the governor Hong. The research method is discourse analysis and qualitative research methods were combined. The main focus is the aspect of social otherization revealed in the discourse and the theoretical frame is borrowed from Arendt’s concepts, ‘appearance’ and ‘representation’. First, the province and the conservative civil organization had stigmatized their politically opposite camps through inclusion/exclusion discourse. The public good which they advocated was economic benefits. On the other hand, the progressive civil society camp highlighted the suffering of the poor patients. However, this way of representation produced unintended consequences. The problem of social suffering was considered something of "distant strangers" and the voices in the field even excluded from public sphere. And it is limited in that it treats public health as a residual concept.
